I'm going to play the skeptic here.
At this moment, in my opinion, this is no different than when Peter Anderson (a specialist in 3D cinema production) had material on a website in 2005 saying that he was involved in the project. And, hey, what do you know: Peter is now "Director of 3D Imaging" at Kerner.
Development funding is not the same as full funding or a greenlight. Development funding is a little bit of money to continue creating conceptual artwork, further drafts of a script and maybe technology demos. With that, the producer can continue to go around and shop the project to get real funding. It's very much in Kerner's interest to put this "on their resume" so to speak, both to show that they have projects in the pipeline, and in the hope that the project gets funded and becomes a real paycheck for them.
I would argue that perhaps it's not as dead as we thought it was, but it still isn't alive. Best to wait for some news or announcement about the production getting real funding or being greenlit before getting too excited. Until then, it is not "a go".
