Comparing Shin-Gojira to G'98 seems a bit hyperbolic. I have problems with the execution of the movie but comparing it to G'98 makes no sense to me. G'98 fails on every level of being a movie with the exception of 75% of it's VFX still hold up in my opinion.
I mean Shin is doing Godilla-ish things like taking intense bombardments of military abuse and vaporizing a city in under 2 minutes. IF they decided to have him bubble and boil with a bunch of eye balls falling out of him on top of that it wouldn't change my view of it being a typical Godzilla movie. It just would of felt out of place and a little bold for Toho to allow that. Buy hey, if it quacks like a duck, looks like a duck, it is probably a duck. This duck just had a severe genetic disorder. G'98 was called a duck but it acted like pigeon, crapping all over the place.
I'm not saying I love Shin Gojira, cause I don't. I'm still pretty disappointed they went so heavy on the CGI. Having a puppet/man-in-suit is what Higuchi sharpened his claws on for all these years so when I saw all the CGI in the movie I said to myself, "Why did they hire him for this?" I'm really hoping he gets another crack at just using old fashioned techniques again.
By the way, it is okay for you to think Shin Godzilla is GINO2.0. I am just throwing out my cents on why I think it is not.

I thought Shinji Higuchi did an amazing job with the special effects in Shin Godzilla. I love traditional monster suits as much as the next fan but Mansai Nomura's motion-capture performance as Godzilla brought that kind of personalized realization to the new method.
Also, check out the Art of Shin Godzilla in the Godzilla In Print forum. There are a lot more miniatures and practical effects in this movie than I realized when watching it.

^But it was used... I was used as a springboard to find new ideas, many of which ended up being filtered into the final Godzilla of the film. You could say the same for the stuff we're seeing in the Shin art book.

Yeah, jelly, most of the time (whether I actually agree with you or not) you put very level-headed, reasonable thought behind why you think a film is good or bad, but this seems very out of character for you. Condemning a movie based on unused concept art just seems silly. I can understand if you don't like Shin Godzilla (even though I personally really liked it), but surely there's a better, more logical reason to dislike it than, "I don't like the random blob with googly eyes in the concept art that had absolutely nothing to do with the final film."
As for some of these wild concept art ideas, I think they're pretty cool actually. It reminds me of the opening scene in Biollante where everyone's trying to collect the Godzilla cells; physical bits of Godzilla knocked, blasted, or torn off during his rampage and fight with super x. Except these concepts take that and run with the idea of uncontrolled nuclear-spawned mutation running amok within those damaged bits left behind. And they mutate into more monsters that humanity has to deal with. This really is probably the most truly horrific interpretations of Godzilla we've ever seen. And it's incredibly interesting.

Well, it looks like Japan's Academy of Motion Picture Arts & Sciences, seemed to have enjoyed "Shin Godzilla". It has just been nominated for 11 Japanese Academy Awards, including Best Picture, and Best Director(s):

This GMK criticism is off cited, but you read David Kalat's book on Godzilla, the dead soul interpretation is explicitly stated as a theory for the original film.
