Godzilla's breath is completely different.
GINO's breath was more like hot gas that had the ability to ignite. Shin-Godzilla's starts out as smoke, then straight up turns into a flame-thrower. The speed and intensity of the flames in Shin's breath puts GINO's to shame. No comparison.
And Shin doesn't reproduce in the film, where GINO does. Sure, they may discuss the ability, but he doesn't do it.
So the similarities are minimal at best.
