HELP G-Forever Site Redesign

I'm currently redesigning my website but I am having trouble w/ some coding. I have put up a preview on my site:
The Entrance Page:

I've already used Adobe Photoshop to make the layout and used the slice tool. However, the tables are not aligned properly. I also want to make the center part able to scroll while the rest of the layout stays in place. I was thinking to use Frames and have everything fixed while the center is able to scroll.
I also am thinking of putting a Javascript menu on top and adding a small Flash music player.
I am going to head back to school soon and hope to finish it before then. Otherwise, I will have no time to work on this big project.
I would really appreciate any help. Thanks!
