He has a series of horns on top of his head. Here's some pictures of the actual character.
He's a character created by Eiji Tsuburaya. His show was really bizarre. The character spent most of his time frolicking around and hanging out with children. He is often used alongside Ultraman in promotional material, even to this day (he even had a Bandai vinyl figure way back when).
