No, this is a Japanese book by Shogakukan, discussed in some detail .

In the meantime, it looks like you can get this for $27 + shipping through Sasuga bookstore. Better get it now, though, as it's no longer listed on Amazon Japan, and when it does show on eBay, it often goes for $50+.

Maybe mg grabbed the last copy, page is gone now. Keep an eye on eBay, that's where I got both my copies.
