some people use water, gently. maybe a soft toothbrush.
Personally, I like to use a synthetic feather duster like the small one in . It works great. You can usually find them at places like Target in the cleaning supplies. Also, try looking in the automotive section as one time I found a little car detailing kit that had one.

to really get down in the crevices you're going to have to use some sort of brush. I like the synthetic dusters b/c they're very soft and very flexible and reach down into the nooks & crannies very well. I do very quick but rather large "painting" motions with it and it seems to sweep away everyting. But b/c it's so soft it doesn't harm the figure or paint. And you don't have to get stuff wet.

I found an article that suggests a soap without moisturizers. Any suggestions?

Have you tried a feather duster? Like really dust the area kind of aggressively back and forth. I've had some feathers fly doing that, but its never been abrasive to the figure at hand. I find the feathers can even get into some nooks and crannies that I can't get into by other means. I use an ostrich feather duster, and you can usually buy one in the cleaning aisle of any supermarket.
