Most anything I can think of to remove dried paint would be harmful to the vinyl for sure.
What figure is it?

i would check out some model building websites/forums such as starshipmodeler.com. It seems like i remember reading a thread on there about a common household something or other that's sold in a large bucket (i think it may have had something to do with swimming pools) that people highly recommended for removing paint from vinyl models. While i don't know what kind of paint the toy companies use, i'd imagine it wouldn't be much more trouble to get off than a model. At any rate, i'm almost certain there's something that will do it without hurting the vinyl & guys who are really into model building will know for sure.

The following is from thread at starshipmodeler.com:
How removing paint from a vinyl model? Obviously, I don't want to damage the model in the process!
I found a partially-built Horizon Catwoman. Overall, the construction was pretty good, but the paint job on the face was botched so it needs to be redone.
I'm not entirely certain of what paint it is- I was told that it was probably flat enamel over an acrylic primer.
Anyone having paint removal experience of this kind?
