Yes, that's the Video Treasures tape and it has the American TV cut with the Titra dub.
I used to have that and the Goodtimes tape. I'm pretty sure every North American VHS release of Godzilla vs. The Sea Monster had the Titra-dubbed cut.

Just to give a heads up and some clarification, yes, this does indeed have the English dub produced by Titra. This is the copy that I have. In fact I think it was even directed by Peter Fernandez who plays the voice of Ryota. However, this was not released in the USA by American International Pictures/Television. This was released on American TV by Walter Reade Organization with Son of Godzilla following from them not long after, and they also released Ghidrah, the Three-Headed Monster in theaters through their theatrical distribution arm called Continental.

^ Thanks for the clarification. I was under the impression that the Titra/Titan-dubbed Godzilla titles were all AIP releases.

I'm pretty sure they had changed their name to "Titan Productions" by the time those two (Sea Monster and SOG) hit syndication; Frankenstein Conquers The World credits Titan Productions.

Yes every release of WotG has the same dub,Heard in US theaters and always played on TV and on Video/DVD similar to Monster Zero. Conversely The Toho International dub of WotG has never been made available on any US home media format. There are fan copies out there from *I think* a Danish or German release years ago (H-Man knows for sure...). The one I have isn't the greatest copy, but serviceable. I think probably some fans have synced up the Toho international english audio with better video presentation to make a fan restoration.
The WotG international Toho dub is a good example of how open fans can be. Of course we prefer the version we've always heard, but are open to all different alternate versions of these films. It's when Toho insists on theirs, that fans like myself become disheartened.

The Classic Media disc of WoTG is the same US dub that has always appeared on US home video; the "international" dub didn't make an official US appearance until it showed up on Starz with the rest of the Criterion batch in 2017.
