Blu-ray is neither PAL nor NTSC - it's "High Definiton". Completely new format. Those two were both replaced by HD.

In terms of what I want in HD: I definitely want all the 'first' movies (Dracula, Frankenstein, Gill Man, ect.), the first two Frankenstein sequels... heck, pretty much every film the monster appears in (including the increasingly lame monster-mashes). Don't need Mummy sequels, Son of Drac, ect.

Oh, and Abbot and Costello Meets Frankenstein. That one just came out on Blu, but I got a used DVD copy for 3 bucks at the library a few months ago. Maybe next year.
