Um, according to the instructions for game discs [or you can use it for movies], you have to clean them with a dry cloth. The Gamestop cleaning, I believe, cost 20 bucks. I've tryed it out and it works, my discs are shining. So I'll recommend the Gamestop cleaning kit. Or if you want to do it cheapy, I heard you can put alcohal on the discs and then use the cloth to dry it off in order to clean a disc, but I'm not 100 percent sure.

toothpaste can work, but don't use one of those super gritty ones or you'll make it worse.
Sort of like those kits they sell to restore your headlights to full clarity when the lenses get all scratched and yellow/foggy.
You actually have to wet sand them! It's the damnedest thing but it works!
