All impressions that I've received - bearing in mind I'm about as Joe Schmoe on the business side as you are, just following it a bit more closely - is that Tsuburaya has been attending licensing expos and stuff, trying to get Ultraman out there, but no one's biting. When the classic and most well-known of your catalog is off-limits, I could see why. At the very least, Great is available on Hulu last I checked, so that's something I guess!
Tsuburaya as a company hasn't forgotten its past, and for fans of the series that's a great thing. But if you want to license this stuff outside Japan, it's a nightmare. The legal issues extend to toys - Bluefin isn't allowed to license any classic characters for release here, even the monsters - and probably the newer series too. Almost all of Mebius, with constant appearances and references to older characters? Practically untouchable. Movies? Of the recent ones only Revenge of Belial could scrape by if it cut out anything in the Land of Light. Max? That's a good number of your monsters gone. Ultraseven X? Forget it! Only the Heisei trio (minus one Tiga episode), Cosmos and Nexus would come out unscathed.
I was in your same position years ago, because I did eventually relent and buy the BCI volumes of Ultraman. They were sitting right there so-to-speak, taunting me! I'm still not happy about giving Chaiyo money to this day and this time, with the sorry state of Ultraman even in Japan, I'm not making that mistake again.
