... eh, no. Showa Ghidorah wasn't even scratched by Godzilla's ray, not to mention all the tanks, jets, and masers he was attacked by. I really doubt the Soldiers could bite through his scales.
The energy whips, though... I forgot about those. Those just might do the trick.

I can't see KG doing too much damage to Legion, his beams are strong, but the sheild should hold them off, while the EM or energy whips would severely damage hi, and most likely ground him....then the swarm and the mother would move in for the kill...though I like KG better, I'd have to go with Legion on this one
