I honstly think that they'd be evenly matched. The only thing going against Godzilla is that he'd probably fight like an animal - the only way he knows how - While Ultraman can plot and strategize his moves to keep Godzilla at bay.
Besides - doesn't Ultraman use weapons based on his own energy? Wouldn't that be stronger than some maser shot?
Now, IF Ultraman were the kind of hero/kaiju that wants to finish a match off quickly, wouldn't he try to sneak up behind Godzilla and snap his neck? I think that makes it a valid point.
Now, on the Godzilla front - You have to take into consideration his sheer size, massive weight, and beastial aggression - Specially if you're putting him up against GMK(Soukougeki) Godzilla, who's pure hatred in physical form. Just from the way he dessimated King Ghidorah, even in spirit form, you can tell he's equal to, or more than, a match to Ultraman.
I also agree on another point - from a film prospective - They'd probably team up in the end anyway - Godzilla sees a worthy rival and wants it dead, and Ultraman wants to destroy any threat to the universe.
Ultraman's a shoot-fighter. He incorporates Tae Kwan Do, Judo, Wrestling, and Boxing into his arsenal. You could also substitute boxing for karate, since he does chop a lot....He flies off because the sun is his main source of energy. Without it, he's pretty much dead.
I don't know how the new Ultras work, but Pre-"Towards The Future", it looked like he was running away, when he was actually curing himself or gaining more power to come back and fry the monster to bits with his Ultra-Ray.
Godzilla's a beast - he bites, tail-whips, cuts, sometimes kicks, punches, headbutts, and sometimes spears(tackles - see - "Godzilla v.s. Megaguirus"); Basically whatever it takes to win, which explains why he can take so much pain and continue to fight to the death.
