Rodan is faster. Depends on the Rodan, as well. Otachi has the acid and could probably handicap Rodan, but Rodan's wings are stronger.
Fire Rodan, for all of his derpiness, could probably blast Otachi apart.

Hrrrmmmm... I want to say Otachi, but Showa Rodan's pulled off some pretty amazing feets.
