well, either you didn't know who the characters are or you didn't know what the word former meant. Otherwise, how could you not parse that sentence?
on topic, Ghost Rider wins. Penance Stare, then a bbq. He's been smashed before, and could resurrect himself, what else can Jugs do to him?

Based on that article, I think Ketch would win. Juggernaut's inflicted pain on a lot of people; if he got locked into that Penance Stare, he'd be done for.
