Godzilla (in various versions) has often snacked on submarines. This sub may have a big drill, but its ranged weapons were not particularly good as an anti-Godzilla suite. That's especially true underwater, where the big cannon wouldn't be a factor.
The sub's armor isn't very special, either. Godzilla's got this one handily.
