That's nothing new, and the way the old zero point energy topic is hyped up makes me question the legitimacy of the presentation. It reads like an up-brained National Enquirer scare.

As for the potential of a real ZPE weapon; yes, it's there. Nuclear weapons actually release modest amounts of energy (as powerful as they are) because they do not achieve anywhere near total conversion of their matter into energy. By contrast, going diving in the Dirac Sea has the potential to create energy out of "nothing," and there's an unlimited supply of nothing.
On the other hand, just getting the quantum energy to fizz into being when and where we want it should keep ZPE bombs off the shelves for a good while.

The reason one might assume that a huge explosion caused the cited enormous, "glowing" cloud is that it would require energy to form and grow.

Kindly explain how such a ridiculous hypothetical weapon would create an exothermic effect through an endothermic process.

Kindly note that claiming "electromagnetic mind control" is going to be accomplished by non-space/time, non-EM means is a good way to achieve an instant zero credibility rating.
