I think he's more of a distracted genius. He sees the solution to a problem and goes directly to it himself, rather than wait for others to do so. One of the things I'm liking about Gamu is that usually in these shows, the really smart science guy is left at the hq, doing analysis. Gamu, partly because he wants to be active in fixing things, and partly because he's Ultraman, isn't going to settle for that role. And there is more than a little ego involved as well.
I'm also noticing that as Ultraman Gaia, Gamu, at least in these early episodes, starts out a bit clumsily, he's not just Gaia's host, he is Gaia. And he's learning the ropes of being Ultraman as he goes.
