The cards are available individually, and there's a few different ways to get them.
The easiest one for people not in Japan is going to be purchasing one of the toys from the new Ultra Monsters/Daikaijyu line. Each one comes with a card of their respective character alongside the tag. That's not the option you want, and you miss out on all the non-main-character cards.
Most of the cards from the series have to be bought from the game system itself, though. You either play through the game to earn cards, or can take the easy route and plunk some yen down to get some (less?) instantly. To get these, you'd have to buy from someone directly from Japan, or have someone import them for you. I can't see this being all that easy, not counting Yahoo! Auctions Japan.
The last method is getting imported magazine issues that just happen to include promotional cards. You're on your own as far as magazines including cards are concerned, I haven't paid that much attention to them. I'm in this for the toys, myself.
Oh, and it looks like certain series get rotated in, based on the addition of King Joe, Red King, and such. That might also mean the older sets get rotated out. And there's at least one more wave of stuff coming (including Bemstar)... could be a real headache to collect them all. Good luck!
