This flub was account of Peter Fernandez using a translated script of the episode, where the original monsters were supposed to be Red King and
Gamora (I have copies of these scripts, so that much is true). They weren't doing by the actual Japanese dialogue on the episode (when ULTRAMAN was being dubbed into English, the series was still in first-run on Japanese television).
When the episode was filmed, they switched out the monsters since the suits of Drako and Telesdon had not be recycled or discarded. The Japanese dialogue denotes them by their proper names, which one can hear (accompanied by subtitles) in the Japanese audio tracks on the BCI release. So, I hope that answers your question.
