I do believe it is, though I can't remember its name. I think it was infected with something or another and became evil?
I've never actually seen Cosmos myself.

I think that monster wasn't connected to Chaos Header though. He was one of two monsters, Gamoran and Minin, (I think that was his name) sent to Earth by unknown aliens. They started off as small monsters like Pygmon, but Gamoran then grew to gigantic size when a control device was attached to his forehead.
Minin didn't grow as he was found by some kids before the device got to him.
At least I think that's how it goes. It's been a good while since I last watched it.

i thought he was manipulated by Chaos, but i forget now as well.
there are several nods to the original series in Cosmos.
