I'm not sure if the roar effects were borrowed from the Toho library, as much as just used by the man who created them. Doesn't Tsuberaya (spelling?) own the sound effects used in most of Toho's classic films? I could be wrong.

Anyways, that's pretty much what the classic Eleking sounded like.
