A full live action Planet Hulk movie would be sort of a tough sell. Not story-wise mind you, but basically you're making movie where the main character, probably a good chunk of the supporting cast, is all CGI. It would almost make more sense to make a full CGI movie but that's tantamount to upgrading the DTV animated movie.
And also Ruffalo either wouldn't get to play the character or his voice would be altered through out the entire film. I can understand some actors not liking the idea of not being seen or heard under the make-up/cgi, even though it's totally possible to do so.

What if they just adapted elements of the Planet Hulk story? Banner could get stranded on an alien planet by accident in Avengers: Age of Ultron, rather than having all of the heroes intentionally exile him from Earth. Banner could be thrust into a gladiatorial role and forced to Hulk out again and again to survive. They could still have Ruffalo play Banner when he's not fighting.
They could even make it the Guardians of the Galaxy sequel. The Guardians end up helping Hulk take down the arena and free its denizens, then they head for Earth to take Banner home, leading to all of them returning in Avengers 3.

This seems appropriate to me, because while Rocket Raccoon was introduced in a supporting part in a story featured in black and white anthology book he made his first big impression in the Marvel Universe in an issue of The Incredible Hulk.

There were a lot of rumors flying around regarding what would happen to the Hulk in Avengers: Age of Ultron. If you saw the film, you'd know Green Goliath's fate. In a new interview, Joss Whedon revealed what he originally had planned for the Hulk.
