That's what I can't quite figure out. The Lord President (standing in the Citadel?) says "This was the day the Time Lords returned". So is what we see in the beginning of Part 2 a flashback to the end of the Time War, or is it "now", or both?
In other words, perhaps Doctor 8 (or 9) was there at the end, leading the Time Lords, but disappeared. Are the events taking place now in "The End of Time" the events that will end the Time War? Or is what we saw a flashback, and we'll see how the/some Time Lords hide themselves away waiting to come back now? This seems likely as it's been said a number of times that the Doctor was already responsible for the end of the War, saw his planet burn and so on.
I have some theories about a number of whos, whens and wheres not to mention what to do with 6 billion Masters, and I suppose some of it is obvious, but it also seems it will be difficult to wrap up the loose ends.
One piece of speculation that might spoil:
I noticed that in the "Next Time" trailer, you see the President and his cadre of Time Lords in an empty space, the Doctor up front with a gun. One of the Time Lords who had her face covered is revealed, and she looks like Claire Bloom (the woman talking to Wilf in the church and on TV). But the one on the left still has her face covered... or his face covered?

Slightly different than something I saw yesterday on BBC, which included a very brief shot of what appeared to be a bunch of missiles flying toward a giant sphere floating over the ocean. I'm not at all sure what ship or whatever it is that the Doctor and Wilf are in, guns a blazin'
