So, not only does Deadshot not have his face mask, he doesn't even have his distinctive targeting eyepiece (which they managed to provide the character with on Arrow).

It's probably for practical reasons. Maybe Will sees better out of one eye? Maybe it has something to do with whether he is right or left handed?

In the first Hellboy is was planned to make the Right Hand of Doom into the 'Left Hand of Doom' for better use of the actor's right hand. Thankfully, Ron was ambidextrous, so it stayed true to the comic.
