So is he just writing a screenplay and hoping someone picks it up or has a studio actually greenlit this for production?

As much as I loved Spawn, the comic to me ended at issue 100 since that is when Malebolgia was defeated. Everything after that suddenly became nonsense and they kept destroying the world like every 20 issues.
