It's a fine line to walk....intentionally making something bad, or something based on bad source material as an homage to that kind of entertainment.
Most fail miserably, though.
Basically, they're trying to make a comedy.
Thing is, when you make something with a certain degree of sincerity (or even laziness) and it fails, you can enjoy it as a comedy. Plan 9 from Outer Space is a prime example, and Showgirls is another prime example, on the opposite end of the scale.
When you have these people that are trying to make something deliberately bad, they oftentimes end up using as a template that resembles something like the Zucker/Abraham formula from Airplane and Top Secret, except they aren't funny. (all those Wayans abortions like Scary Movie and their knockoffs are perhaps a good example)
When you have a bad comedy you don't even have the luxury of laughing at it.
A couple good examples of bad movie parodies: The Lost Skeleton of Cadavra and Psycho Beach Party.
Beyond the Valley of the Dolls is another great "bad" movie, but it's brilliantly written and directed and the director did not let the actors perform "winking at the camera".
