Ah... that figure is of the creature "Kyogyu" (Colossal Ox), one of the supernatural beasties from Daiei's big-budget period spectacle O'OEYAMA SHUTEN DOJI (1959), directed by Tokuzo Tanaka. The film features an all-star cast, headlined by three of Daiei's greatest actors: Kazuo Hasegawa, Raizo Ichikawa and Shintaro Katsu.
It's a pretty good film, actually, and its one of the rare Jidaigeki (period dramas) that exploits the deep pool of supernatural tales and creatures of Japan. The other creatures that appear in the film include "Tsuchigumo" (Ground Spider) and "Ibaraki Doji"...
O'OEYAMA SHUTEN DOJI was first issued on home video in Japan back in the early 1990s (if memory serves me), and has yet to be issued on DVD.
Hope this helps!
