How about a zombie film where they don't bite anyone until the very last shot!

While I applaud your attempt to bring a unique idea to the table, you have to understand why it's simply not a good one.

Godzilla's radioactive ray is not only a staple for the character, but also the most interesting and impressive weapons he employs. To save this for the audience until the last shot of the movie would both confuse them and deprive them of an awesome effect they could have enjoyed for the entire film.

I want a movie where Godzilla's breath is neutralized for most of the movie (say cadmium injection or whatever)
Godzilla's breath in the series always falls into the category of underpowered and silly Showa/hesei Godzilla or insanely overpowered (GMK Godzilla and GFW Godzilla)

This leads to the problem of when its weak it becomes just another attack which leads to boring beam wars and the weapon loses its appeal.
When it is overpowered though it takes the drama out of the fight because Godzilla just one-shots everything he goes up against so they have to make the final boss nearly unkillable to survive his blast. Then godzilla has to pull a move out of his butt to save himself and lets be honest deus ex machina endings are never fun.
I want Godzilla's breath usage to fall under the following conditions.

1. Its insanely Overpowered but due to a chemical/bacteria whatever it is nullified till the end of the movie.

2. It is insanely overpowered but has a huge cost to it. Such as if he is fighting 2 foes. He uses it to vaporize 1 monster but it severely saps his strength/energy for the second monster handicapping him.

Why can't it be something like in Godzilla vs. Mechagodzilla? It has a CLEAR effect on Mechagodzilla, but does little enough damage that Godzilla still has to find other ways to fight...

other movies that use the concept effectively are Godzilla vs. Hedorah - it clearly slows hedorah down even though it doesn't do any real damage
Godzilla vs. Mothra - its clearly powerful, but (A) it's difficult to get a shot on mothra because she's buzzing around and (B) it takes a couple of hits before it causes her to start smoking and die
Godzilla vs. King Ghidorah - the breath is very effective, but Ghidorah is able to overpower Godzilla enough, with strangulation and jumping on him and dropping buildings on him to make him unable to use the weapon very often

making it something that draws on his energy isn't a terrible idea (kind of like Gamera in the Heisei series) but disabling it for some reason is, imho, a terrible idea

I like how Godzilla's breath is handled in the 1960s. It's powerful enough to harm physically weaker opponents (Mothra, Ebirah, Kumonga, Kamakiras) but it doesn't do much against monsters of equal or greater strength (Rodan or King Ghidora).

I just think Toho roided Godzilla up way too much in the 1990s to be point where his breath became practically a lethal laser beam. It was even worse in the Millennium era. Godzilla's atomic breath doesn't have to be the finishing move to every damn opponent. In the showa era Godzilla defeated King Ghidora four times without using his breath and defeated Ebirah by dismembering it.

I've got one.

Godzilla slowly approaches and dramatically roars as he falls in. Can't believe no one's thought of it yet.

How about:

Godzilla is dead. The main human cast know that continual nuclear testing will result in the creation of another monster. Despite the fact that this Godzilla is dead, they know that the end is far from near.

Worked for Honda, after all.

As I have stated elsewhere, I love what people say here, varying intensities of breath ray, more intense leads to a weaker condition (ie: his regenerative abilities become weakened and thus more vulnerable to an opponent's attack) humans or enemy monster learns this and tries to take advantage of this. Also damage to his skin around his mouth (charring) could occur and we could witness with some cool effects his mouth healing and the charred flesh falling off.

On topic, I think a final super-blast to finish an opponent, knowing he would pay a price to that levels everything around them (similar to GFW blasting Gorath) but because he's weakened he is presumably killed too...after several days, cleanup begins and the charred remnants of Godzilla, idle the whole time begins to crack and move revealing a very wounded but healing Godzilla....

Not even Godzilla can kill himself!
