Voice of G1 Megatron, among other things. Welker's one of the major voice actors out there.
I think, as far as TFs go, he did all of the animal sounds for guys like Laserbeak and Ravage. I imagine that for the brilliant team that brought us Godzilla '98, it was just easier to have a person create the sound effects than it would be to hire a team to mix sounds into Baby Godzilla roars. Or perhaps it was just more convenient.

...or maybe it's just more Wikipedia bullshit. I haven't seen this listed anywhere else, so I'm leaning more towards that than anything.

Welker's voice is in pretty much everything. He continues to do the voice of Fred for Scooby Doo, a character he's done since the series' conception in the 70s (if you hear any animal sounds in a SD cartoon that's probably him too).
In the two Gremlins films he was the voice of Stripe and Mohawk, as well as varouos other Gremlin voices. He was also Tokka and Razzar in Ninja Turtles 2.

While this doesn't sound too credible, it also doesn't sound too out of the question. There is one scene in GINO'98 where Audrey and Animal are surrounded by Zilla babies in the nest area, as they snarl and growl around them, and the camera goes to a close-up shot of one baby Zilla opening its mouth wide and letting out a shrill snarl/cry. Ever since I first saw the film as a kid, that cry in that one shot sounded like a mix of the normal cries of the Zilla babies, but mixed with a guy going "BLAAHAAAHAAAAAAH". If there's one single instance of Welker providing a sound effect for the Zilla babies at all, that's it.

Frank Welker is a voice genius. He is to Saturday morning and weekday afternoon cartoons what Mel Blanc was to Warner Bros.
He has done voices for the following characters:
Megatron
Galvatron
Soundwave
Rumble
Frenzy
Ravage
Laserbeak
Trailbreaker
Mirage
Skywarp
Mixmaster
Sludge
(and those are just the Transformers gen 1 guys I can remember off the top of my head)
Wild Bill from G.I. Joe
Abu fram Aladdin
Freddy Jones from Scooby Doo
Ray Stantz from The Real Ghostbusters
Doctor Claw from Inspector Gadget(incidentally, the same voice Welker used for Soundwave, but not electronically altered-Welker also used this voice for Darkseid in the last incarnation of the Superfriends cartoon in the early '80s)
and dozens of others I can't think of right now
