Hey, the movie definitely is an anniversary film, and it definitely (okay, that's an opinion...) is a bad film, which absolutely makes it (fine, if I must say it, in my opinion) a "bad anniversary film." I simply don't see how its failure as an anniversary film actually makes it any worse than it is simply by its nature as a bad film.
Although, I might make the case that the whole idea of approaching it as an anniversary film is one of its fundumental problems. Unless you have some brilliant metatextual comment to make, starting with the idea of "fiftieth anniversary celebration" is a hackey, tacky, lame way to develop a story.

Tokyo, a smoldering memorial to the unknown, an unknown which at this very moment still prevails and could at any time lash out with its terrible destruction anywhere else in the world.
