I very much see the method to Smog Monster's madness. One thing that I think throws some viewer's is the movie's refusal to take any strong ideological perspective; it skewers every movement and organization with equal contempt.
It's like a crotchety old man on acid. It's like Hunter S. Thompson vomited all over a print of Gojira (and I mean that as a compliment).
Tokyo, a smoldering memorial to the unknown, an unknown which at this very moment still prevails and could at any time lash out with its terrible destruction anywhere else in the world.
