I think the water suit was created for this movie. The one from Biollante had a more cone-shaped head and a prominent overbite. The jaw on the Mothra water suit looked like it couldn't open very wide. It was used again in Mechagodzilla when Godzilla surfaces off Adonoa Island.

I just tried to watch this movie, but I had to give up after about 50 minutes. God, this movie is just so annoying. I don't know if this is any more tolerable in the original language, but the English dub makes me cringe - terrible voices, repetitive dialogue and sledgehammer subtlety. Even if I get past that, though, there's nothing to really hold my interest. The couple is annoying, and almost none of the other characters hold my interest because I've basically seen them before, either in previous Heisei movies or in Mothra vs. Godzilla. Also, I think Toho did the 'environmental message' thing better when they took drugs and gave us Hedorah. Maybe they should've taken drugs before making this one, too. As it is, I only like the music and Battra.

Can you really call any of the nineties dubs not wretched?
Anyway, yes, this one is bad. And I agree, seeing the film in its original language makes it marginally more tolerable.
But that's not saying a whole lot, since the movie is barely tolerable at all to begin with.
