Most-to-all of the kaiju scenes in Megalon seemed to be normal speed to me.
That's all that's coming to my mind at the moment. I'm tired.

No, most are filmed at high speed then played back at normal speeds. I believe that if they filmed them at normal speed and slowed them down further, you'd get jerkiness in the picture.
