Well, remember in the film how Admiral Tachibana questions his superior about whether or not the Defense Force actually killed Godzilla, and his superior spills the beans about their big secret. Maybe that has something to do with it? Not sure, but it pretty much all looks and feels about the same to me, and I imagine it would to most non-Japanese.
