It's not just length but how it's used. For example, I think the Hedorah scene would be immensely improved but just one more minute added to its runtime, where we could see a little bit more of the battle underwater. We don't need to see much, and we can still arrive in media res but there ought to be enough to establish that there HAS been a battle, so the finish winds up being a little more satisfying and a little less out of the blue. In other cases, I feel like the film would've benefitted a LOT both from having more multiple-monster battles and letting more monsters have more plot presence without necessarily increasing their screen time all that much. What I refer to in the latter case is how the film shows monsters and then disposes of them fairly quickly more often than it allows them to rampage or fight unseen. The more stuff in the vein of the opening "kaiju apocalypse" scenes and less of Godzilla running the gauntlet and taking out foes in seconds with no ambiguity as to their fates.
