I'd say that GIGAN had just as much stock footage, if not more, than MEGALON. The later "made the most of limited resources" a bit better IMO, because they made four new costumes, while GIGAN only had one made, didn't have a new score recorded, and used an embarrassing amount of stock footage for the monster battles (as opposed to MEGALON using it mostly for the JSDF). In GIGAN's defense, it features a hell of a lot more (new) set pieces, which is certainly better than MEGALON's "barren wastelands". Children's Land and the refinery sets, both look fantastic.
Don't get me wrong, I love both movies to death, and I'm not arguing which one is better, but while the score to MEGALON is grating to some, and the slightly more 'goofy' shenanigans make it seem like the cheaper made of the two, I'm not quite so sure that's really fair to say. They're both "poverty-level" Godzilla films, but MEGALON probably had more new (monster) footage in it overall.
Ultimately though, it doesn't really matter. Both are very entertaining, and none of the stuff that people generally complain about (stock footage, MEGALON's music, lack of familiar actors, etc.) bother me in the least.
