Godzilla Raids Again is clearly a sequel (Yamane even returns to talk about the previous event), as is KKvG (where Godzilla is still imprisoned in ice from GRA). A reboot is something that completely ignores everything that came before it.
Reboots, like remakes, are something that have been happening since film first started. The earliest reboots I can think of are the 1951 Superman film, Superman and the Mole-Men with George Reeves, Universal's Invisible Man's Revenge (1944) and Hammer's Evil of Frankenstein (1964). Hammer's Scars of Dracula in 1970 was another one. I'm sure it was being done MUCH before that, probably even in the silent era. I know the silent Zorro series was rebooted a couple times, but I don't know the specifics as I'm not a huge fan. And speaking of Universal and Hammer, one could consider their Dracula and Frankenstein films reboots of the Universal stuff (but I personally consider it to be new adaptations of the source material).
