How about a compromise solution.
Godzilla's atomic ray is still dangerous most of the time but it resmebles more of the style used in the 1960s. However, if he were to absorb nuclear fuel, then it would resemble that of the 1990s. Also perhaps if he uses the atomic ray too much, then it leaves him weakened, (he still is bloody powerful but his foes can stand a chance to fight him on more "equal terms").
To try a comparison, how about comparing fighting Godzilla to fighting the Borg of Star Trek (in that every time Starfleet engages a club, more often than that, they get brutally slaughtered).
Now can we have some peace and quiet here.
(gulps at what I had just said).
