They could do this:
Have Godzilla be the main focus and have the other creature in the background causing damage, but since there are no survivors they blame Godzilla (who's already raging and destroying stuff..i mean who is going to believe there are two monsters). Have brief glimpses and other events that hint at another kaiju, until probably 60% through the film..it makes itself known, but Godzilla seems to be a more pressing matter until the other kaiju causes more damage and the people realize Godzilla is the lesser of two evils.
