I think Toho did play around with this "dark" or "serious" notion during the Heisei and Millennium periods. The majority of these films were not like the 70s movies. But, every time that happened - making Godzilla a mean and indestructible force, it made the plots quite stale. The theme of "we must stop Godzilla" became rather musty. Tanaka, Honda and company, I thought were wise to get away from that formula in the mid 1960s, resulting in less serious, but otherwise enjoyable features like "Monster Zero". And Godzilla himself, I think became a much more interesting character as a result
They can make it dark or serious if Toho wishes, but don't get caught in formula that can loose a lot of energy quickly.
