Were you having to re-download stuff from the PSN? If so, the slowness is b/c they're giving away a bunch of free stuff (including full games) right now in an effort to appologize for their screw-ups with security. I made a post about it but it got buried on the last page.

There's ways to get it back to FAT32 even if it's already in NTSC, I think the program I used is FAT32X
