It should not be surprising that a severed head should display some muscular control for a brief period. Even in case of complete severing there remains a small amount of blood in the brain until it leaks away. Indeed, it seems to me that the smaller blood vessels in the brain and face will not have time to completely drain before the oxygen in the remaining blood is depleted.
Most of the time, what someone may assume to be an "instant" death is not. A few seconds of intense pain remain even to someone decapitated, shot through the heart, etc. Many cases are on record of persons surviving massive head trauma, so even severe brain damage is not guaranteed to be "instantly" fatal. You pretty much have to destroy the brain faster than nerve impulses can reach it, which I can see being easiest in massive crushing or extremely hot immolation cases.
I wonder if the old Hebrew tribes ever tried to raise any of the neighbors they slaughtered. Is a Golem a zombie or an animated statue?
