Turned out to be a left over steel casing from a 2002 water pipe project.

I think it's acceptable to call the character 'Doctor Who' out of the show's context so people know who you're talking about, similar to how you can refer to the Toshiro Mifune character as 'Yojimbo' even though that's not actually the character's name.
