In theory, if people see it first and it doesn't attack or act hostile towards them(provided the witnesses are all sane, curious individuals who wouldn't budge if the thing bellowed or hopped in place) they'd leave it alone, take pictures of it and probably call the local news station.
From there, the report will be seen by government officials who would immediately send the nearest zoologist(s) in the area to see and study the creature from afar. Once the creature's been deemed peaceful, they might get closer until they can touch it and study it on-site.
From there, it depends on how humane they are (yes, animal rights would step in and ask that the animal be protected from any sort of inhumane treatment)that they'll either (A.) isolat the area to leave the creature alone and monitor it from afar or (B.) place it in captivity in some government facility to take a closer look and quite possibly study it inside-out.
Once the world knows about it, onlookers may come and see it, take pictures of it, and quite possibly poke fun at it(there're always some). Then the creature may be used by some groups to give a message - anything from how the planet will create things like that to show us the next evolution to how this creature signals the end of the world.
Simply put - If peaceful, the creature would both benefit society and cause chaos.
If hostile...well....
the local authorities will send everything from Animal Control to SWAT to the area until the Army reserve or the Coast Guard attempt any sort contact. When the army arrives, they'll most likely used Assault Choppers to scout the creature and attack on-site if necessary. By then, the surrounding areas will have been evacuated and deserted, save for those individuals called there and the occaisional onlooker.
Off site, Anthropologists, Zoologists, Biologists, and the like will be hard at work looking for the creature's biological make-up in hopes of finding out exactly what it is and how they believe it reacts. With tthat information, the government will begin setting a coordinated plan into motion that allows them to monitor the creature and set up attack points should it want to advance aggressively.
Again, Animal Rights would be all over it, and how humane the people in charge are would dictate the next move - would they go on an all-out attack to kill the creature, or would they tranquilize the creature to capture it and place it in captivity?
