Well, to a certain extent, Toho already has done that...Mothra fighting the two Ghidorah's in the Rebirth trilogy for example. The thing is, Godzilla is the premeire Toho monster. Unless there was a strong enough demand on part of the fans, I doubt Toho would be willing to take such a gamble the likes of which "Rodan vs. Mothra" would probably be.
