The title is "Here's The World's Number 1 Strongest Monster!" (circa 1966) by well-known illustrator Shuji Yanagi.

Okay, this one is (and I'm repeating some of the other's observations, so my apologies), the heads are Ghidorah, Godzilla (with Ultraman's eyes!), Kong (from KKE with Daimajin's helmet), Ragon's neck scales, Gappa's torso, Red King's arms, Baltan's claws (with Ultraman's Spacium Beam), Kemlar's backplates, Rodan's wings, Gomora's tail, above the tail are the eyes of Ganma (a monster from AKUMA-KUN), and Gamera's legs (with jet nozzles). Art is circa 1967.

Whew!

The writing clearly states that the legs are Gamera's...but what threw me off is that there are three toes there, while Gamera has five.
